因需要而無中生有
1983年來自匈牙利的耶穌會士-葉由根神父,在新竹縣關西鎮創立了華光智能發展中心,從開始的六名院生,到至今華光體制下服務約有300位輕、中、重度及極重度的智障者、多重障礙者及自閉症院生,目前平均年齡約45歲左右,大部分院生來自於貧困及弱勢的家庭,由於原生家庭無法提供照顧及教導,因此華光提供24小時全天候服務;為了讓每位院生得到適切及符合人性的照顧及教導,在各項的安全設施、課程安排、生活照顧、環境、休閒活動等,均以院生真正需求為考量。
2001年,華光智能發展中心為了符合機構小型化、社區化的世界潮流趨勢,且因應服務範圍逐年擴大、服務使用者遍及全國,加以各縣市政府紛紛委託辦理身心障礙者教養工作等需求,乃規劃以捐贈方式,提撥三千萬元籌設並向內政部申請成立「財團法人天主教華光社會福利基金會」,擴大服務範疇、解決社會需求。
2011年,華光在社會大眾幫助之下實現了多年的夢想,打造一個「終身安養的家-由根山居」來照顧這些需要他人支持及幫助的智能障礙者們,有了一個安定的家。在這裡,有一群少了聰明、靈巧,卻擁有高貴靈魂的生命,用自己的雙手和汗水,耕耘出一片屬於自己的土地。

Out of nothing because of need
Rev. Fr. Istvan Jaschko, a Hungarian Jesuit, founded the Hua-kuang Intelligence Development Center in Guanxi, Hsinchu in 1983. It has served 6 intellectually challenged persons from the beginning to nowadays more than 300.The current average age is about 45 years old. Most of them came from poor and disadvantaged families. Since their families cannot offer basic care and teaching, Hua-kuang provides 85 percent of intellectually challenged persons with all-weather service. In order to make them get appropriate care and teaching, all considerations within Center are all based on their needs.
In 2001, in view of the world trend of miniaturization and communization of institutions, the expansion of the scope of services, the increasing number of the intellectually challenged persons from all over the country, and the requests to take care the intellectual disability entrusted with governments, Hua-kuang Intelligence Development Center decided to donate 30 million NT dollars to establish " the Catholic Hua-kuang Social Welfare Foundation".
In 2011, with the help of general public, Hua-kuang realized the dream for many years to build “Kert Jaschko (You-gen Garden)” – a safe and secure home for life to take care of those intellectually challenged persons, who need support and help from our society. Here, there are a group of lives lacking intelligence and dexterity, but possessing noble soul. With their hands and sweat, they cultivate a piece of land of their own.
